With its staff of around 360, the Ministry of Finance fulfils a wide variety of tasks in the forming of budget, financial and tax policy and State structural engineering.

The Department for Budgeting and Finance sets up the State’s biennial budget every two years and the medium-term financial planning. Mecklenburg-Vorpommern‘s budget is the government’s programme in figures. Political targets and anticipated income determine the catalogues and volume of expenditure. The Household and Financial Management Department also co-ordinates financial policy as the Ministry of Finance represents the State of Mecklenburg-Vorpommern’s financial policy interests towards the federal government, the other Federal States and local authorities. The department also organises credit procurement. The State of Mecklenburg-Vorpommern can also take on monetary bonds, guarantees and other assurances as a special form of economic development.

Without income there can be no spending. The Ministry of Finance provides for enforcement of tax laws and for the collection of taxes via the 10 tax offices spread across the State. In a community there are many problems which one individual cannot solve: education, internal and external security, healthcare and social security are just some of them. The State finances its services through tax revenue. This is its most important source of income. Without this money, the State could not fulfil its statutory responsibilities. The Tax and Investments department is also involved in tax legislation and puts forward the fiscal concepts and initiatives of the State.

The Ministry of Finance is also the central contact for other ministries for the management and controlling of participations in which the State is directly or indirectly involved (State participations). The State’s Sparkasse banks are also monitored.

The independent auditing authorities for projects subsidised as part of the European Fund for Regional Development (EFRD) and the European Social Fund (ESF) are attached to the Ministry of Finance.

In addition, the State Civil Engineering and Real Estate department is responsible for all State and Federal construction projects in Mecklenburg-Vorpommern and also for the needs-based accommodation of the State’s services in owned and rented property. Supervision of the State Building and Property offices in Greifswald, Neubrandenburg, Rostock and Schwerin is carried out by the State Civil Engineering and Property department. The department is also responsible for grant construction, fiscal inheritances and the sale and purchase of property to develop the State’s portfolio.

The Ministry of Finance’s area of operations also includes the State Finance Office.

The Modern Administration department, in which the responsibilities of the Office for the Future of MV’s Administration, MV Consulting and the central staff management as well as the Subsidy Management Team are amalgamated, is also assigned to the Ministry of Finance.

The main issues for the Office of the Future of MV’s Administration lies especially in the State administration’s modernisation of MV’s administration. This includes tasks such as interdepartmental task appraisal and business process control, special organisational investigations and development, the processing of interdepartmental enquiries as well as the conception and also the design and support of individual projects to modernise the administration. The office represents a nucleus for projects and schemes in the area of the modernisation of the administration such as the revision and standardisation of the rules for location-independent working for the entire State administration.

The S-MV Modern Administration department also holds project responsibility for and the management of the central editorial staff of Wir.Sind.MV (WiSiMV), the State administration’s intranet portal. WiSiMV provides a variety of central information and services. The range of information extends from employee and organisational data to legal information and job adverts, departmental orders and messages and service agreements. In addition, the departments and authorities give an insight into currently pending projects and tasks in their news channels. The portal offers an important possibility for internal digital communication within MV’s State administration.

MV Consulting as an independent staff department in Mecklenburg-Vorpommern’s finance ministry contributes to the transformation and modernisation of existing administrative structures and processes. Under the motto of “From the administration for the administration“ it advises ministries and subordinate authorities and 100-percent State subsidiaries of Mecklenburg-Vorpommern’s regional administration cross-departmentally with profound and current methodical knowledge, especially in the topic areas of project management, process analysis and process optimisation and also organisational advice.

Around 36,000 people work for the State of Mecklenburg-Vorpommern – from construction engineers to the police and national park rangers. The central staff management located in the Ministry of Finance ensures that the good training and working conditions of the State administration are known in the public domain so that young people and specialists can consciously decide on a career with the State.

Finally, the Ministry of Finance’s general department undertakes classical administrative tasks and provides the Ministry and its subordinate authorities with the necessary staff, material and financial resources to fulfil its responsibilities.

It is responsible for the initial and advanced training of staff for the State of Mecklenburg-Vorpommern‘s financial administration, budget execution and cash policy, for collective bargaining law in the State administration and salary and pension law and also asset, debt and liquidity management.
